Rules on admission of foreign students at MNUMS
I. General Principles
The rules herein are set forth to regulate the admission of foreign students to the Mongolian National University of Medical Sciences (MNUMS).
These rules are based on the General Regulation of the Foreign Students’ Admission to Mongolian Universities, which was approved by Minister of Education, Culture and Science in 2001.
A foreign applicant is required to have completed the prerequisite requirements prior to arriving in Mongolia.
2.1 Division for Educational Policy and Management is responsible for the admission process of foreign applicants.
2.2 Foreign applicants’ admission process shall be conducted in March, June and September annually, depending on the educational program.
2.3 Foreign applicants shall submit the Admission Application Form to the MNUMS Admission Committee.
2.4 The University Entrance Examination will be organized by Division for Educational Policy and Management and shall consist of both a spoken and written Mongolian language test for undergraduate admission and a spoken and written Mongolian language test and a professional interview for onsite graduate training. Successful candidates will be admitted to MNUMS by University President’s order.
2.5 Successful applicants shall provide following materials to Division for International Relations and Cooperation (DIRC) for the student visa application and invitation:
Copy of passport that does not expire in less than 2 years.
Copy of previous academic diplomas with Mongolian translation.
For students sent by organizations, an official reference letter from the organization, sent through their government’s agency to the Ministry of Foreign Affairs of Mongolia, addressed to MNUMS is needed.
Health form (including HIV and TB tests)
Six 3 x 4 cm photos taken in last 6 months
Admission fee $50 USD
2.6 Foreign students who have an insufficient level of Mongolian language skills shall be enrolled for 90 days in Mongolian Language Training at MNUMS Foreign language training center. The student shall pay the tuition for this course.
2.7 The successful applicants will sign an academic training agreement with MNUMS signed by University President’s order.
2.8 The schools will assist the students to pay for their health insurance in accordance with Mongolian health law and other regulations.
2.9 International students’ tuition fee:
Undergraduate: 1 credit – $80 USD
Postgraduate: 1 credit – $30 USD
Master: 1 credit – $100 USD
Doctoral: 1 credit – $120 USD
2.10 Upon the student’s request, he/she can stay at student dormitory.
2.11 Division for International Relations and Cooperation shall assist the students finding accommodation for students staying outside of campus, if necessary.
2.12 The student shall pay for their housing related expenses.
III. Visa and Residential permission
3.1 For admitted students, Division for International Relations and Cooperation will apply for the S visa through Ministry of Education, Culture, Science and Sports (MECSS) to the Mongolia Immigration Agency (MIA). This process usually takes between 2-3 weeks.
3.2 Students should apply for their visa at their home country Mongolian embassy or consular offices and within 2 days upon their arrival to Ulaanbaatar should visit Division for International Relations and Cooperation office of MNUMS. Student must register at immigration office within a week.
3.3 Documents required for the registration at Mongolia Immigration Agency:
One 3 x 4 cm photo taken within the last 6 months
3.4 The student’s residency permission from Mongolia Immigration Agency (MIA) through Ministry of Education, Culture, Science and Sports (MECSS) shall be completed within 3 weeks upon his/her arrival.
3.5 The student shall provide the following documents required for the residency permission application to the Ministry of Education, Sciences, Culture and Sports:
Student’s academic training contract with MNUMS
Certificate of University Entrance Examination
Results of an HIV test performed in Mongolia
3.6 The student shall provide the following documents required for the residency permission application to the Mongolia Immigration Agency:
Official letter from Ministry of Education, Culture, Science and Sports (MECSS)
Reference from Khoroo, administrative unit where you live
MIA registration form
One 3 x 4 cm photo taken within the last 6 months
Money for residency permission application expense
Notarized copy of marriage certificate with an official Mongolian translation (Only for the student coming with his/her spouse).
Notarized copy of birth certificate of child with an official Mongolian translation (Only for the students coming with his/her child).
IV. Academic activities
4.1 Upon the successful application, student will be introduced to the assigned school, center, and departments of the MNUMS.
4.2 Assigned school, department, office is responsible for providing quality training in compliance with MNUMS regulations, educational curriculum and programs.
4.3 Student’s appeal or complaint regarding academic activities shall be received and be solved through the responsible administrative bodies.
4.4 Undergraduate students have a right to have vacation 2 times a year (winter and summer). Master or PhD students planning to conduct their research in their own country shall obtain their supervisor’s permission and deliver an official request to Center for Graduate Education.
4.5 Student spending their vacation in his/her home country, shall provide following documents to DIRC for their application for an exit and entry visa: request for departure, departure permission letter signed by administration of their assigned school, and grade list for the most recent semester.
4.6 If the student holding S visa who exceeds 90 days in their home country without an eligible reason, this will terminate the MNUMS academic training contract and the student will not be invited again under S visa.
4.7 Students shall personally come to DIRC to reapply for residency permission at least 2 weeks prior the expiration of residency permission. Otherwise, penalties shall be borne by the student, in accordance with relevant laws.
4.8 Students on authorized academic leave who plan to continue their study in next academic year shall inform the DIRC at least 2 weeks prior before the expiration of residency permission of their request to delay their residency permission application until the next academic year.
4.9 In emergency cases, if the student has had an unexpected incident or family matter, he/she shall inform their school and get authorization for leave before departing Mongolia.
4.10 Student shall abide by Mongolian law, University Regulations and Rules of Conduct.
4.11 Student shall responsible for all self-initiated rural and other travel activities.
V. Termination, Elimination, Transfer and Cancellation
5.1 Student may initiate to withdraw or transfer to another university, which will routed to Dean and signed by MNUMS President’s order. As part of the official withdrawal procedure, the student’s visa and residency permission from MECSS and MIA shall be terminated and the related costs shall be borne by the student.
5.2 If the withdrawal is initiated by the student, 80% tuition for unattended courses will be refunded to the student.
5.3 If the student violated the 4.04 - 4.9 articles on these rules, it may result termination of the contract.
5.4 If the student officially withdraws by the article 5.3 of these rules, it will result termination of the contract without tuition fee refund.
5.5 Initial violation of article 5.3 of these rules, will result in an official Notice of Violation to the student. Repetitive violations could cause termination of the training agreement.
VI. Visa related expenses
Self-funded International students’ visa-related expenses will be paid by the students.
MNUMS scholarship recipient students’ visa-related expenses will be covered by their financial aid.
